Public Works Supervisor

The Township of Ryerson is a single-tier municipality located in the District of Parry Sound. It is a small, rural community with a permanent population of approximately 750 residents, doubling in the summer months. The Township is located approximately 35 kilometres north of the Town of Huntsville, west of the Village of Burks Falls and the Township of Armour and east of the Municipality of Magnetawan.

The Township is governed by five elected officials, consisting of a Mayor, and four Councillors.

Position Overview
The Public Works Supervisor is responsible for the management, administration and delivery of all municipal works programs to ensure that residents receive effective and appropriate services.

• Act as an advisor to Council on all public works services
• Recommend annual departmental operating and capital budgets in conjunction with the CAO and Treasurer
• Manage approved operating budget
• Plan , supervise , and coordinate daily road department operations and public works projects
• Provide information on service standards, costs, and the availability of provincial grants
• Report on potential issues and provide recommendations
• Liaise with provincial ministries and agencies to keep abreast of trends and legislative requirements to ensure compliance
• Attend Council meetings and other meetings as requested
• Liaise with internal and external stakeholders
• Manage maintenance and repairs to municipal activities and equipment within approved budget framework
• Perform inspections of roads, bridges, and drainage systems
• Manage the fleet management program to minimize breakdowns and safety hazards while compliant with CVOR regulations and municipal policies
• Ensure roads network is Minimum Maintenance Standards (MMS) compliant
• Respond to inquiries and complaints from the public conducts investigations as required
• Responsible for managing the performance of Public Works employees
• Oversee the performance of roads related contracts and agreements and ensures contractual obligations are fulfilled in a satisfactory manner
• Work with the Treasurer to develop and maintain the Asset Management Program
• Assist CEMC as required in developing and maintaining emergency plan
• Manage the CVOR Operational Plan
• Assist in drafting municipal policies/procedures and Operational Plans for Public Works
• Ensure that staff conduct work safely and in accordance with the Occupational Health and Safety Act, and receive proper training as required
• Act as the emergency contact person for the Public Works Department
• Perform other associated duties, as required

Required Knowledge, Skills and Abilities
• Post-secondary education in a related discipline or an acceptable combination of education and related experience
• Classified drivers license DZ with a clean abstract, criminal background check and general and CVOR drivers abstract
• Minimum four years related municipal experience with municipal public works in a management considered an asset
• Demonstrated leadership experience to motivate teams to achieve objectives as well as ability to handle sensitive situations with tact and sound judgement
• Ability to understand technical drawings and specifications
• Ability to instruct on and operate public works equipment
